A Fatwa from Sheikh Hamed al-Ali Deeming Donations to the Palestinian People as Incumbent Upon Muslims
By SITE Institute
April 19, 2006

A fatwa from Sheikh Hamed al-Ali that calls for donations to Palestine as a must for all Muslims was distributed yesterday, April 18, 2006, to a password-protected al-Qaeda-affiliated forum. Citing the Prophet?s Hadith, Qur?anic verses and scholarly opinion, Sheikh al-Ali argues that in light of Jewish aggression against the Palestinian people, money must be contributed above zakat to support jihad against the enemy. Indeed, he states: ?So it is a must that the Muslims rush to support the Palestinian jihad with money. Jihad should be on the top of the list because the damage is greater if you leave it.?

In addition, the sheikh believes that Muslims abandoning the Palestinian cause is a great sin, forbidden in Islam, and will allow the Jewish people to commit sacrilege against them. Responding, he states: ?So to push them by money, it is a must as well as with souls.?

Sheikh Hamed bin Abdullah al-Ali was acquitted by a Kuwait judge Tuesday, December 27, 2005 of suspicion of forming a fundamentalist group in Kuwait that plotted to execute terrorist attacks in the country and for alleged complicity in four shoot-outs between Islamic militants and Kuwait security in January of this year. Sheikh al-Ali is a former secretary general of the Salafi Movement who received a two-year suspended sentence for publicly opposing Kuwait?s support for the US-led war on Iraq in 2003.

A translation of the fatwa is provided to our Intel Service members.
