Suggestion to Join Virtual Terrorist Cell, Rather than Operating Alone, Posted to Jihadist Forum
By SITE Institute
July 20, 2005

A message posted to an al-Qaeda affiliated message board today, July 20, 2005, poses the question: ?Can an individual perform any operation by himself?,? participating in jihad outside of a terrorist cell. Another member of the forum responds that though one may operate alone, ?it is preferable to work with a cell from 2-3 people at least,? and he suggests creating a ?virtual cell? over the Internet, with likeminded members for the exchange of thoughts, ?work plans, strategies, and educational materials.? If a degree of trust is fostered between the cell members, then, the member suggests, the group can meet in ?reality, and execute some operation on the field area.?

A full translation of the message postings is provided to our Intel Service members.
