Preparation of Explosive Substances for Jihad

A highly detailed manual providing instruction for the preparation of five explosive substances was recently posted to the military manuals section of a password-protected al-Qaeda affiliated forum. The author, Abu Bilal, warns in the preface to the manual that the use of the explosives should not contradict what ?Allah does not approve,? and the information was made available ?for the good use of Muslims and to prepare them for jihad.?

Abu Bilal provides safety precautions, a list of compounds and ingredients for each substance, and a several-step process tree for each of the five substances: mercury fulminate, acetone peroxide, hexamine peroxide, lead azid, and silver azid. Though the author does not explicitly state how each substance may be best utilized, he cautions: ?Do not use these contents against any Muslims.?
